A lawmaker has filed a bill to allow Maine to enter into interstate cannabis commerce agreements with other legalized states. The legislation from Rep. Joseph Perry (D) would make Maine one of a small but growing number of states to allow for marijuana imports and exports, pending a federal policy change. Under the proposal, the governor would be able to forge agreements with other legal cannabis states “authorizing the transportation, cultivation, manufacture, testing, purchase, sale or distribution of cannabis or cannabis products into and out of this State,” the bill text says. Desperate CBD makers have put a target on their back in Europe as drug authorities this month sent up warning flags over HHC, an unregulated psychoactive compound being sold as an alternative to marijuana. In a report released April 17, the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) said 20 EU Member States have reported the presence of highly-concentrated HHC (hexahydrocannabinol) produced through a “semi-synthetic” process from hemp-derived CBD. The Nevada Assembly has approved a resolution urging Congress to legalize marijuana, sending it to the state Senate. The legislation from Assemblyman Reuben D’Silva (D) cleared the chamber in a 37-5 vote on Monday. The Minnesota House of Representatives passed a bill to legalize marijuana on Tuesday after weeks of extensive committee consideration and a floor debate that spanned two days. Meanwhile, Senate companion legislation will be taken up in its final committee on Wednesday before potentially advancing to the floor, which is expected by the end of the week. The Texas House of Representatives will vote on a bill to decriminalize marijuana on Wednesday—on the same day that a committee is scheduled to take up a broader cannabis sales legalization proposal.
